VSDCA Match Day Requirements

MATCH DAY REQUIREMENTS

  • Unavailability or proposed change of grounds must be notified to the Association Secretary no later than 6.00 p.m. Monday preceding the commencement of a round.
  • Weather Information number – 1900 950 593 (as per Handbook). Detail regarding no play will be advised after 9.00 a.m. on match days. Association website will also be updated by 9.00 a.m. to reflect changing playing conditions.
  • Change rooms (both players and umpires) must be kept clean and swept prior to matches.
  • Kookaburra Stumps must be used in all matches.

Wet Weather

  • Two-Day Matches
    • Day 1 - Only the Wet Weather Committee can cancel play, and then only for all matches.
    • Day 2 - Only the Wet Weather Committee can cancel play, and then only for all matches.
  • One-Day Matches
    • Only the Wet Weather Committee can cancel play, and then only for all matches.
    • Ground Markings for 1st & 2nd X1 matches - in accordance with PR 17.7.1, 2, 3
  • Reserve Days and Finals Matches
    • Wet weather Committee does not meet during these matches.

(a) All Matches

  • Umpire appointments for each round are posted on Association website.
  • Clubs must pay the Umpires before the conclusion of the afternoon tea adjournment on each days play (PR 24.2). Umpires fees are detailed in the Handbook. (Page 17).
  • Covers must be used for all 1st & 2nd X1 matches (PR 10) and in 3rd & 4th X1 matches they are optional. At the commencement of each season, Clubs must advise Secretary if they propose using covers in 3rd & 4th X1 matches.
  • Crease Markings. Refer Page 99 of Handbook for details, and note the special markings for one-day matches.
  • Responsibility of the Home Clubs on match days:
    • Clubs, prior to Umpires arrival, must inspect the ground and surrounds to ensure it is suitable for play. Refer Ground Inspection Report. (Insurance requirement) and clubs are required to retain these for 7 years.
    • Provide an adequate supply of grass clippings / sawdust (if Councils permit) on wet days and whiting etc. for pitch markings.
    • Provide approved match balls for the first innings of both sides. (PR 13.1).
    • Provide spare match balls, stumps and bails.
    • Pitch the stumps for umpires prior to commencement of play. Clubs must use Kookaburra Stumps in all matches.
    • Provide a Scoreboard at all grounds. The scoreboard must show the number of the over about to start or in progress.
    • Provide a suitable afternoon tea as well as make drinks available for drink breaks.
    • Ensure that a First Aid Kit is available. (A penalty of $20 may apply).
    • Phone Scores (refer Handbook) by 7.00 p.m. and / or within 30 minutes of completion of the days play in one-day matches.
    • All scores are to be phoned to Peter Flack on 9467 1118.
Information required when phoning of scores

State, only as follows:
Scores of 50 + runs, wickets 5 + and “Hat Tricks”; First and Surnames should be spelt.
  • For One Day & T20 Matches. (Winning side score first).
    • 1st X1 East Group
    • Essendon 6 / 192 (Bill Jones 50, Steve May 5 / 54,) defeated Melbourne 7 cc / 191 (Sam Elliott 75, Bill Jones 5 / 55).
  • For Two Day Matches (Day 1). (Batting side score).
    • 1st X1 East Group
    • Melbourne 210 (Sam Elliott 75, Bill Jones 5 / 55) v Essendon 0 / 10.
  • Two Day Matches (Day 2) (Winning sides score first).
    • 1st X1 East Group
    • Essendon 222 (Bill Jones 50, Steve May 5 / 54,) defeated Melbourne 210 (Sam Elliott 75, Bill Jones 5 / 55) and 3 / 55.
  • If the days play is called off by the umpires, because of rain, scores must still be phoned through as above. However, this will not be necessary if matches are called off by the Association.
  • Captains’ Report on Umpires (all XIs) and Captains’ Pitch Reports are to be processed via the MyCricket System and are to be completed by 8.00 pm on the Monday following the completion of a game.
  • If there is no umpire at any 3rd or 4th X1 matches, the 2 competing Captains (in conjunction) must decide on the votes to be given, and the home club will be responsible for emailing the votes to the Association Secretary by 8.00 pm on the Monday following the conclusion of the game.
  • All Clubs (and Captains in particular), must be aware of the “Spirit of the Game / Player Behaviour” Code as detailed on page 4 of the Handbook.
  • Captains must be aware of the “Bowling Injury Prevention” guideline as detailed on Page 66 & 67 in the Handbook for under age bowlers; they must be strictly adhered to.
  • Each Club must pay the Umpires before the conclusion of the afternoon tea break. (PR 23.2).
  • If a player is reported, Clubs must advise the Association Secretary, by telephone, within 24 hours completion of that day’s play. (PR 21.1 (a)).
  • Clubs will be advised in writing if any player has been “Mentioned” by any Umpire. Any player who has been “Mentioned” three times in one season will need to appear before the Independent Investigation Committee (PR 22.7).
  • Players cannot be dropped two or more grades unless approval is sort from the Cricket Operations Manager. (PR 7.5)

(b) Legends & Heroes T20 Twilight Competition

  • Where possible main VSDCA grounds are to be used for these matches.
  • Hours of Play –
    • First Session 5.30 pm – 6.45 pm.
    • Interval 6.45 pm – 6.55 pm
    • Second Session 6.55 pm - 8.10 pm
  • T20 Rules as per VSDCA Handbook.
  • Responsibility of the Host Clubs:
    • A Club Representative must be present on match-day to open up their facilities, provide stumps and make drinks available.
    • Clubs, prior to Umpires arrival, must inspect the ground and surrounds to ensure it is suitable for play. Refer Ground Inspection Report which must be retained for 7 years. (Insurance requirement).
    • Provide an adequate supply of grass clippings / sawdust (if Councils permit) on wet days and whiting etc. for pitch markings.
    • Provide spare stumps and bails.
    • Pitch the stumps for umpires prior to commencement of play. Clubs must use Kookaburra Stumps in all matches.
    • Provide a Scoreboard at all grounds. The scoreboard must show the number of the over about to start or in progress.
    • At the toss of coin, team sheets are to be handed to the Umpires.
    • Ensure that a First Aid Kit is available.
    • VSDCA will appoint Umpires and each club must pay an umpire, prior to the toss of the coin.
    • Provide two match balls and a spare ball.
    • Email match result to Association Secretary: vsdca@asn.cricketvictoria.com.au within 24 hours following the completion of the game.
Please note: There is NO recording of teams or scorecards into MyCricket or phoning of scores for T20 Twilight matches.

(c) VMCU UNDER 21 "Neil Wright" Shield

  • Six main grounds required for VMCU matches (2 for Semi Finals matches & 4 for Quarter Finals). The VSDCA will allocate grounds on a rotation basis each season and will advise Clubs by the September Meeting the grounds required. Clubs to include these as a fixture when negotiating ground allocations with Councils. (Refer below for obligations).
  • Responsibility of the Host Club:
    • Clubs are not required to supply luncheons.
    • A Club Representative must be present on match-day to open up their facilities and provide stumps and bails.
    • Hours of Play - 11.00 am. – 6.00 pm. (As advised byVMCU)
    • Creases should be re-marked, but pitches are not required to be re-rolled from the previous day, unless deemed necessary.
    • Covers must be used for all matches. (In accordance with VSDCA PR 10).
    • Clubs, prior to Umpires arrival, must inspect the ground and surrounds to ensure it is suitable for play. Refer Ground Inspection Report. (Insurance requirement).
    • Provide an adequate supply of grass clippings / sawdust (if Councils permit) on wet days and whiting etc. for pitch markings.
    • Provide spare stumps and bails.
    • Pitch the stumps for umpires prior to commencement of play.
    • Provide a Scoreboard at all grounds. The scoreboard must show the number of the over about to start or in progress.
    • Ensure that a First Aid Kit is available.

(d) UNDER 15 “R M HATCH” COMPETITION

  • There are no residential qualifications and all areas of Victoria shall be common territory between all Clubs.
  • Matches must be played on main grounds and 3 home matches will be played during the “Home & Away” series.
  • Players must be under the age of 15 years at September 1 of the current season. (Rule 8). Girls may play and must be under the age of 16 years as at September 1.
  • After you have finalized your Under 15 “R M Hatch” squad (maximum of 15 players), players must be registered on the MyCricket System, by December 7 in order for them to be covered for insurance purposes. (Note: Association will download Lists from the MyCricket System). Also, by December 7 - full details of Coach and / or Manager are to be sent to Assistant Secretary, Peter Flack, and must be Cricket Victoria Accredited to at least Level 1.
  • The VSDCA will provide 15 medals to both the Premiers and Runners-up in the Final.
  • A meeting with Manager / Coaches may be arranged, if deemed necessary, by the Association. Coaches and / or Managers should not instruct from the boundary line but limited instructions can be given during the drink breaks, provided this does not delay the break.
  • It is recommended that Umpires and Coaches / Team Managers discuss relevant Rules and / or
  • requirements before each match. The “Spirit of Cricket” should also apply.
  • Responsibility of the Home Club:
    • The Home Club must provide suitable lunches and drinks as well as make drinks available for drink breaks.
    • A Club Representative must be present on match-day to open up their facilities, provide stumps and make drinks available.
    • Ground markings to be as per “R M Hatch” Rule 7.14. (Page 13 in RM Hatch Handbook).
    • Clubs, prior to Umpires arrival, must inspect the ground and surrounds to ensure it is suitable for play. Refer Ground Inspection Report which must be retained for 7 years. (Insurance requirement).
    • Provide an adequate supply of grass clippings / sawdust (if Councils permit) on wet days and whiting etc. for pitch markings.
    • Provide approved Kookaburra match balls for the innings of both sides.
    • Provide spare stumps and bails.
    • Pitch the stumps for umpires prior to commencement of play.
    • Provide a Scoreboard at all grounds. The scoreboard must show the number of the over about to start or in progress.
    • Ensure that a First Aid Kit is available.
    • Phone Scores by 5.30 p.m. after each days play to Peter Flack - 9467 1118.
    • It will not be necessary to forward in any “Captains Report on Umpires”.
  • VSDCA will appoint Umpires and each club must pay an umpire, at latest, at the luncheon break.
  • Under no circumstances are the decisions of the Umpires to be queried.
  • Normal Cricket wides will apply. (Rule 7.9).
  • No bowler can bowl more than 5 consecutive overs. (Rule 7.7).
  • The rules regarding the number of consecutive overs a bowler is permitted must be strictly adhered to. (Rule 7.7)

(e) COUNTRY WEEK:

  • Main VSDCA grounds are to be used for these matches conducted by the VCCL. Usually grounds are required for, on average, two matches during the carnival.
  • Hours of Play – 10.15 am – 5.30 pm.
  • VCCL Rules and Club obligations are available from the Cricket Victoria Handbook.
  • Cricket Victoria provides a daily allowance ($400 in Season 2012-13 however clubs will be advised in early February of this season’s allowance).
  • Responsibility of the Host Clubs:
    • A Club Representative must be present on match-day to open up their facilities, provide stumps and make drinks available.
    • The use of covers shall be at the discretion of the Ground Manager. During the course of the match, competing sides shall be given access to the covers, and they shall be laid and removed by the competing clubs under the supervision of the Ground Manager or the match Umpires.
    • Clubs, prior to Umpires arrival, must inspect the ground and surrounds to ensure it is suitable for play. Refer Ground Inspection Report which must be retained for 7 years. (Insurance requirement).
    • Provide an adequate supply of grass clippings / sawdust (if Councils permit) on wet days and whiting etc. for pitch markings.
    • Provide spare stumps and bails.
    • Pitch the stumps for umpires prior to commencement of play.
    • Provide a Scoreboard at all grounds. The scoreboard must show the number of the over about to start or in progress.
    • Ensure that a First Aid Kit is available.
    • VSDCA Umpiring Manager will appoint Umpires for all games. (Umpires received $125 per game in Season 2012-13, however clubs will be advised in early February the amount to be paid for this season).
    • Umpire Fees for ‘abandoned games’ will be $50.
    • Pay both Umpires Fees, at or before the luncheon break. Note: these fees are recouped through the Cricket Victoria daily allowance.
    • Provide a light luncheon (equivalent to a normal afternoon tea).

(f) KOOKABURRA SPORTS VSDCA FINALS:

  • Home grounds, of the top 2 teams in each of the Groups, are used for Quarter, Semi & Group Finals (Refer PR 6.1).
  • Memorandum on Rules for Finals will be issued to competing Clubs prior to Finals.
  • Umpire appointments will be listed on VSDCA website.
  • Covers must be used for all Final matches. (In accordance with PR 10).
  • Clubs will be fined at a rate of $100 per over for slow over rates.
  • Responsibility of the Home Clubs (on Grounds where matches played):
    • Make available Curator and / or Club person who must be able to have access and use of equipment at all times.
    • Clubs, prior to Umpires arrival, must inspect the ground and surrounds to ensure it is suitable for play. Refer Ground Inspection Report. (Insurance requirement).
    • Provide an adequate supply of grass clippings / sawdust (if Councils permit) on wet days and whiting etc. for pitch markings.
    • Provide spare stumps and bails.
    • Pitch the stumps for umpires prior to commencement of play.
    • Provide a Scoreboard at all grounds. The scoreboard must show the number of the over about to start or in progress.
    • Provide a suitable afternoon tea as well as make drinks available for drink breaks.
    • Ensure that a First Aid Kit is available. (A penalty of $50 may apply).
    • All pitch markings shall be re-marked during the afternoon tea break.
    • Phone scores for Quarter Finals, Semi-Finals and Group Finals are to be phoned to Peter Flack (9467 1118).
    • Forward a “Captains Report on Umpires”, as normal, for each Quarter, Semi-Final and Group Finals.
  • Note: The Executive will authorize and approve of venues for the Finals; if necessary they will inspect all grounds. The Executive has the power to transfer any Final matches should Clubs not be able to meet the above conditions.
  • Umpires’ Fees to be paid before the conclusion of the afternoon tea break as follows:
    • Quarter-Finals: Each Participating Club.
    • Semi-Finals: Each Participating Club.
    • Group Finals: Home Club (Reimbursed by VSDCA).
  • Cricket Balls - Home Club to provide balls for the first innings in Quarter and Semi-Finals.
  • (VSDCA provides cricket balls for all Group Finals).
  • Eligibility of Players for Finals. (PR 7.5 & 7.6). Clubs must provide Finals Squad Lists to the Secretary after the last ‘Home & Away’ game.
